• Retired Chief of Staff for the New Mexico Attorney General’s office (2006-King Administration). Worked on the creation of the first New Mexico Government Corruption Investigative Division, legislation against child abusers and human traffickers. Oversight and management of agency grants, budget review, hiring, and training.

• Additional projects include: Managing statewide education on internet predators, the dangers of methamphetamine, and prescription drug overdose/disposal issues to include policy changes in New Mexico, teen dating violence outreach, with an educational and legal services component.

• Garcia Holmes Served as the liaison to the Joint Terrorism Task Force and New Mexico’s congressional delegation.

• She worked on national human trafficking and money laundering issues in collaboration with national organizations, as well as, Arizona’s Attorney General’s Office.

• Garcia Holmes served 20 years and retired at the rank of detective from the Albuquerque Police Department (1984). Held positions in the Violent Crimes Against Children Unit, Sexual Assault Unit, Property Crimes Unit, Auto Theft Unit, and Chief’s Staff.

• Born and raised in Albuquerque • Graduated from Valley High School • Bachelor of Science in Occupational Education from Wayland Baptist University • Ordained Senior Chaplain, International Federation of Chaplains • Pro-life Advocate• Blue Star Mother • Domestic Violence Death Review Team Chair (former member and chair) • Child Fatality Review Team (former member) • Joint Terrorism Task Force (former member).

Achievements:
• Being married to Earl Holmes for over 23 years and having raised five amazing children.
• Helping bring to justice the “Ether Man Rapist,” Robert Howard Bruce. We made history indicting his DNA. He is now serving a 276-year sentence. Helping children and women with strong legislation against predators and human traffickers.
