Harley Rouda voting by proxy, skipped work Tuesday

In case you missed it, Harley Rouda skipped work Tuesday passing along his voting card to a member of Congress Orange County voters didn’t elect. 

It’s telling Harley thinks it’s perfectly fine to appoint a substitute to do the job Orange County voters put their faith in him — and him alone — to do. Even Rouda’s California colleague Katie Porter thinks proxy voting poses constitutional problems.
