Dean is a campaign finance reform hypocrite

During a virtual event yesterday, Dean Phillips proposed we should “limit contributions to people for whom you can actually vote.”
But so far this cycle, Dean so far has taken over $744k from folks who cannot vote for him.
And since 2005, Dean himself has given over $19k to candidates for whom he cannot vote.
So will Dean give back $744k given to his campaign by those who cannot vote for him?
Or will he just continue to be a campaign finance reform hypocrite?
HINT: Given that Dean voted for a bill that would give $5 million in public funds to his campaign, we have a good guess…
