Christy Smith says in CALeg “not voting” = voting “no”

Christy Smith actually said that in the “California Legislature not voting counts as a no.”
This is not a joke. Christy Smith said this. It’s on Facebook. Smith was replying to the comments in a Mike Garcia For Congress Facebook post. Below is a screenshot.
Smith was referring to her vote abstaining from SB 145, a bill that loosens sex offender registry requirements in California.
The California Legislature does not, in fact, count “not voting” the same as voting “no,” and votes are not recorded that way.
