Cuellar tries to explain away voting against condemning Defund the Police movement

Henry Cuellar told the Associated Press today that “No one ran on ‘defund the police,’ but all you have to do is make that a political weapon.” 

If “no one ran on ‘defund the police,’” like Cuellar says, why is he having such a hard time condemning those who do want to defund the police?
