Officer morale is at an all-time low in Portland

NBC Nightly News reports morale in the Portland Police Department is at an all-time low after facing over a year of nightly riots and having $27 million cut from the police budget.

At least 115 officers have left the force since July.

Meanwhile, Portland is set to surpass its all-time record for homicides, and shootings have more than doubled.
