National Journal: TX-28 likely to flip

National Journal has ranked TX-28 as one of the most competitive races in the country. 

National Journal writes, “If Cisneros wins the runoff, her progressive positions on abortion and law-enforcement issues could alienate the more socially conservative voters in the district. If Cuellar wins, his own troubles with law enforcement will likely still be a liability.”
