RACE RATING CHANGE: Crystal Ball shifts CA-09, CA-13 toward GOP

Sabato’s Crystal Ball is shifting Josh Harder’s congressional district from “Likely Democrat” to “Lean Democrat” and the CA-13 open seat from “Lean Democrat” to “Toss Up.”

Crystal Ball says it’s changing the ratings because the economy and Biden’s poor approval numbers make the races “competitive.”
