After months of scandals from corrupt Val Hoyle, the race for Oregon’s 4th Congressional district is heating up.

Republicans are ratcheting up pressure in blue states.

House Republicans are opting for a new tactic as they stare down a narrow majority and unruly conference. They’re targeting a scandal-laden Democrat and building up their campaign infrastructure in deep-blue states.

Air Force veteran Monique DeSpain (R) launched her campaign along the Oregon coast this morning. She’s hoping to take on Rep. Val Hoyle (D-OR 04), a freshman and former commissioner of the state’s Bureau of Labor & Industries.

A spate of local controversies stemming from Hoyle’s time at BOLI has given life to Republicans in a district President Biden carried by nearly 13 points.

She’s a relatively unknown figure in Washington, but Republicans are banking that Hoyle’s woes, combined with DeSpain’s launch, will put this race on the map.

“The slow, steady drip of Hoyle scandals has added up to a waterfall of bad press demonstrating Hoyle’s central role in a rotten culture of corruption,” NRCC spokesman Ben Petersen told Hotline in a statement.

It’s part of a broader effort by Republicans to capture districts in Democratic-led states that won them the majority last cycle that Biden carried. In deep-blue California, for example, Republicans hold five seats Biden won in 2020.
