This honor is well-deserved, as Kiggans introduce 32 pieces of legislation and co-sponsored more than 350 bills during her first term in Congress.

Congresswoman Jen Kiggans (VA-02) has been recognized as one of the most effective lawmakers in the 118th Congress, according to a new report released by the Center for Effective Lawmaking. The report, which evaluates legislative productivity and influence, placed Kiggans among the top five freshman members of the U.S. House of Representatives who exceeded expectations during their first term.

During her first term, Kiggans introduced 32 pieces of legislation and co-sponsored over 350 bills. Among her notable accomplishments:

  • The Building Chips in America Act (H.R. 4549), signed into law in October 2024, which supports efforts to bring microchip manufacturing back to the U.S.
  • The BEACH Act (H.R. 5490), enacted in November 2024, aimed at preserving Virginia’s vulnerable coastlines.
  • The Military and Veterans in Parks (MVP) Act (H.R. 6342), which improves access to national parks and public lands for disabled veterans. Provisions from this bill were included in the EXPLORE Act (H.R. 6492), signed into law in January 2025.
