Republican campaign operatives are targeting a vulnerable Democratic lawmaker who is behind a new push to reduce energy costs and asserting that he’s responsible for rising rates.

Riley posts on social media about how the area’s electric utility, New York State Electric and Gas (NYSEG), “is bleeding our communities dry” and has raised rates “to ship off more of our hard-earned money to Iberdrola and Spain.”

The utility is proposing rate increases that would boost monthly power costs by an average of about $33. He also introduced legislation to limit NYSEG executive pay.

And just last week, Riley launched a utility bill caucus to take on “a really entrenched system that’s been around for a long time.” He framed the issue as nonpartisan, but the caucus includes 16 Democrats and no Republicans.

“Utility costs in New York are rising thanks to Josh Riley and his far-left cronies,” said NRCC spokesperson Maureen O’Toole. “Riley claiming that he’s fighting for upstate New Yorkers is as laughable as it is false.”

The GOP argued New York’s Climate Leadership and Community Protection Act (CLCPA), which was signed by former Gov. Andrew Cuomo (D) in 2019 and set a goal of net zero by 2050, is driving up gas and electricity bills anywhere from 3.7 to 9.8 percent, citing a 2023 report from the free market think tank, Empire Center.

Riley has never served in the state Legislature. But he’s gotten support from the Sierra Club and League of Conservation Voters — whose state affiliates back the legislation — and the Working Families Party, which opposes efforts by Gov. Kathy Hochul (D) to roll the law back. NRCC is using those connections to tie the issue to Riley.
