EDITORIAL: Rangel Should Step Down from Key Committee Post

Ethics is a malleable subject in Washington. Judging what is or isn’t ethical often depends on whether the person passing judgment is a member of the majority or minority party.
More often than not, the House and Senate ethics committees decline to pass judgment — either by bipartisan design or due to partisan gridlock.
The ethical travails of Rep. Charles Rangel, D-N.Y., are, in this sense, unremarkable.
