Former Congressman Bill Foster is hanging his head in shame trying to explain to Illinoisans why he consistently voted to raise their taxes but then skips out on paying them himself. What’s even more troubling is that millionaire Bill Foster is promising Illinois families that he will continue his same tax increasing ways if sent back to Congress.
