Is LuAnn Bennett a slug or a scraper?

A watchdog group recently filed a tax evasion complaint against VA-10 candidate LuAnn Bennett for not paying DC taxes.  Bennett says she has always paid Virginia taxes despite working in downtown DC and owning a luxury condo in walking distance to her office because she was commuting from her home 52 miles away in Delaplane, VA.

Bennett’s 104 mile round trip commute requires use of HOV-2 restricted Interstate-66 to avoid being ticketed.  Can someone ask if Bennett ever took advantage of the “slugging” program, where drivers (“scrapers”) who need another body in the car to meet HOV restrictions pick up random passengers (“slugs”) who need a ride to work?
