Does Elaine Luria think voters are stupid?

Politico reported last night that House Democrats, spearheaded by Elaine Luria, added some “changes” to HR 1 that could help vulnerable Democrats defend the bill, but the changes don’t actually change anything.

The only noteworthy change is the amount of money Elaine Luria is trying to give her campaigns has increased from $5 million to $7.2 million.
